The PK Guide to Domestic Affairs

BUDGET

Every week, you will have to fill out your budget of how you allocate your wealth and resources. To do this you have the following options:

Military, Infrastructure/Industry, Domestic, Foreign, Upkeep, Fortifications

Military---The money your using to buy troops. All money allocated here means your using it in troop/ship purchases.

Infrastructure/Industry---Every nation has a Industrial Quality rating. To raise that rating one point, you will pay your country's current rating*10.  You may pay for it over several budgets span. Everytime your industry quality goes up one point, your wealth production of your country increases by 15%-New Quality Level. 10 is the highest level that can be achieved.

Domestic---Every nation should have at least 25% of its budgets here during peacetime. During wartime you may reduce to 15% due to rationing. However, if you go under these amounts, dissent in your country will start to build up, you dont want that to happen! If you get dissent, you can lower it X points by going X % over the normal amount needed.

Foreign---Money owed or gained to other nations. This section relies on any trade agreements or treaties you make.

Upkeep---To maintain your military and colonies. 3 Infantry Divisions=1 Corps, 3 Cavalry Divisions=1 Corps, 3 Artillery Units=1 Corps. For every Corps of Inf or Cav, you owe 1.5 Ore and 1 Energy per turn. For every Artillery Corps, you owe 3 Ore and 2 Energy per turn. One Dreadnaught costs 1 Ore and 2 Energy, and 1 Cruiser costs 1 Ore and 1.5 Energy. Transports are free because they are usually in port. For your colonies, if you have them, divide their wealth number by 3, and thats how much you owe per colony per turn. If you refuse to pay or underpay your upkeeps, eventually you will start losing stuff.

Forts---You can build land fortifications in provinces. Each Fort is $20, and provides all forces on defense in that province with an additional 5% defensive bonus.

QUALITY

Here are the quality lists for all nations starting troops and industry levels.

NOTE: Infantry and Cavalry are the only units that have both offensive quality AND defensive quality. All other units quality is for both Off and Def.

TO RAISE QUALITY OF A UNIT: It costs $X amount, where X=(C*10)/2 and C=the current quality level. So to raise the quality of an Infantry unit currently at level 3 on offense, it would be $15 (3*10=30, 30/2=15) to raise it to 4. Include this in your military budget.

"UnitType 3/4" means 3 offensive quality/4 defensive quality.

BUYING MILITARY UNITS

Take the money you have reserved in your "Military" section of the budget and spend it on the following:

Infantry Division--15,000 men ($3), Cavalry Division--5,000 men ($2), Artillery Unit--100 guns ($7), Dreadnaught ($10), Cruiser ($4), Transport ($3). 2 Transport can carry 1 infantry division. 1 Transport can carry 1 Cavalry division, and 3 Artillery Units may fit on 1 transport. Forces cannot be combined on transports.
